Several ministries are involved in disability issues in Pakistan, including the Ministry of Health and the Ministry of Social Welfare. Pakistan adopted a National Policy for Persons with Disabilities in 2002 and a National Plan of Action to implement the National Policy for Persons with Disabilities in 2006. The Action Plan affirmed that health service delivery should include rehabilitation services including essential assistive devices. Pakistan also ratified the UN Convention on the Rights of Persons with Disabilities in July 2011. However, despite the strong national frameworks and guiding international frameworks, in Pakistan the concept of appropriate wheelchair service provision (as per the WHO Guidelines) is not widely understood.  International support for the development of services in Pakistan has been limited due to the security situation, and the ICRC remains the main organization supporting such services.
